EquiCare™ - Fixing the "front door" to Adult Social Care
The Care Act 2014 provides the legal framework for adult social care assessments, granting every adult the right to an evaluation when support is needed. However, a Healthwatch report (2024) found that up to 1.5 million disabled adults in England eligible for social care remain unsupported due to access delays. The assessment system is struggling.
Councils are overwhelmed. Social workers are stretched thin. Assessments are manual, inconsistent, and slow. Vulnerable people - especially disabled adults, carers, ethnic minority communities, and those in deprived areas - are waiting months (sometimes over a year) just to be assessed. Too often, they fall through the cracks.
The result? Missed needs. Worsening health. Avoidable hospital admissions. Deepening health inequalities among many others.
When social care is delayed, it triggers a "cascade effect":
- Health Deterioration: Unmet needs lead to secondary complications, multi-morbidity, and a loss of dignity.
- Systemic Strain: Social care deficiencies drive NHS pressure, including "bed blocking" and increased hospital utilisation, correlating with cognitive decline and loss of mobility.
- Inequality: Ethnic minority populations face persistent structural and cultural barriers to access, leading to inequitable outcomes.
Reducing waiting times is a critical preventative mechanism that stops unmet need from escalating into crisis. But councils are dealing with a 1.6% decrease in per capita funding. This is worsened by a workforce crisis: Skills for Care (2025) reported a 12.8% turnover rate (2,200 staff) in 2024, and 39% of social workers plan to leave within five years due to excessive workloads and mental health impacts (Social Work England, 2024).
Councils urgently need solutions to "do more with less" while retaining critical staff.
A Smarter, faster & fairer way forward
Key features of the platform include:
Inclusive, Multilingual, Multi-Channel Triage: People can request support using a multilingual, voice-enabled online form or by speaking to someone on the phone, with every request confirmed instantly by text or email. All requests are automatically triaged and routed through the appropriate Care Act pathway to prevent backlogs and delays.
Accessible Human-Led Pathways: Provides automated transcription and form-filling for phone users to ensure those facing digital exclusion receive equitable evaluations.
Streamlined Full Statutory Assessments: EquiCare™ acts as a digital assistant for practitioners by securely capturing informed, consented recordings, automatically transcribing conversations, and mapping information to statutory Care Act elements to generate draft assessment summaries.
- Proactive Risk Detection: Using advanced voice recognition and sentiment analysis, the system interprets ambiguous or conversational speech, detects emotional indicators of distress or urgency, and identifies critical keywords to automatically route, prioritise, or escalate high-risk cases, reducing the risk of vulnerable individuals being overlooked.
- Workforce Stabilization Tools: Features mobile recording (after obtaining informed consent) and automated report drafting to reduce administrative burden and staff turnover, ensuring consistent support.
- Professional Safeguarding: Employs a "human-in-the-loop" design where qualified professionals approve all AI outcomes to prevent algorithmic bias. Social workers retain full control and make all final decisions.
- Digital Equity Dashboards: Monitor assessment activity, wait times, and outcomes across different communities—helping to spot and address inequality in real time.
- Integration-Ready
Architecture: Open APIs ensure seamless connection with
existing council systems (case management, CRM, and reporting systems … etc).
This isn’t about replacing people with technology — it’s about removing the noise so professionals can focus on what truly matters: delivering care.
